How Fast Can A 125cc Motorcycle Go, And How Economical Are They?

I am wondering whether to use a 125cc scooter for commuting 8 miles each way, mainly on a 50mph road with an incline, and on a national speed limit dual carriageway for around quarter of a mile.
Would a 125cc motorcycle be suited for this? I also live in quite a hilly area, but all the hills are 30mph limits – would a scooter be able to handle this?
Also, would using this sort of scooter use up a lot of fuel?

How Can I Get A Motorcycle Licence?

I am an international student who is studying English in Santa Clara, CA. I want to buy a motorcycle. So I need to get a motorcycle licence. What should I do for a licence? And What kind of motorcycle licences are there? Is it hard to get?
